Downloading that "update" pack only installs the windows update standalone installer that does the same exact thing as the regular windows update method; endless "searching for /30914.txt message even after 48 hours of continuous searching.
Based on the workin countless posts about this very same issue I'd say this is a problem on Microsoft's end and they simply don't care to fix it. Upgrade to 10 is what they want premiuk to do. It is a problem on Microsoft's end, but you can do something about it.

If your system is bit download the x84 package. Double click the package you downloaded to windows 7 home premium check for updates not working free the installer bot let it complete.
